I am nearing the end of a house construction, Painter caulked nail holes for exterior hardiboard siding but did not get to do painting as a dispute forced him off the project in September last year. Now after Winter and Rainy weather has subsided, GC want to complete project with new house painter but claims that the putty is too hard after sitting about 7 months and it will require extra labor to sand the rock hard putty. Does this make sense ?
